Prioritization Polling Strategy

0. Poll to assign the proposal a bucket.
1. Poll to assign the proposal a ship vehicle.
2. Poll to assign the proposal a size.
3. Pull up the list of prioritized proposals.
4. Place the proposal at the bottom of the list.
5. Tell everyone to raise their hands, and to lower their hands when the proposal reaches the position they believe it belongs at.
6. Start moving the proposal up the list.
7. Stop when we loose consensus.
