Warn when cucumber.options is used

🤔 What's the problem you're trying to solve?

In #1779 we deprecated and removed cucumber.options. Unfortunately there are a slew of outdated tutorials still in existence. And this out dated knowledge creates a slow trickle of questions on StackOverflow. It would be nice if we can stop this waste of everyones time.

Effectively revert #1836 but instead of listing the individual properties, tell people they should read the Constants class java doc.
