[CI] Release tests builds failing due to docker unavailability

Some fallout from #52548 is that we are unable to run our release tests builds on excluded linux distributions. We may need to tweak agent node labels such that we can explicitly configure the build to require a docker-compatible agent.

Docker (checked [/usr/bin/docker, /usr/local/bin/docker]) is required to run the following tasks: 
:distribution:docker:buildDockerImage
:distribution:docker:buildOssDockerImage
you can address this by attending to the reported issue, or removing the offending tasks from being executed.
