Elasticsearch version (bin/elasticsearch --version): 7.8.{0,1}, 7.9.0 running on Cloud

Description of the problem including expected versus actual behavior:

We are sending messages to the transport service before it's fully started, resulting in connections being closed. We try again so the effects are only transient, but this does generate some worrying-looking WARN messages in the logs. Empirically this seems to have been a change in 7.8.0 since I can find no such messages from clusters of earlier versions.

Steps to reproduce:

Unknown, but observed on quite a few Cloud clusters.
