backports #56003 to 7.7

* Add gradle task 'localDistro' to build platform specific distro
* reuse distribution download plugin

Closes elastic#53682

For some reasons some checks completed succesfully but still marked here as pending. I checked manually and all have been successful. therefore I'm gonna merge this.
