This PR removes the "UI only" items from the prerequisites in some data frame analytics API pages.
It also adds a link from each of the machine learning API pages to the list of machine learning security requirements (https://www.elastic.co/guide/en/machine-learning/current/setup.html#setup-privileges). Since it is a "cross document link" that is used many places and its URL might change during the documentation redesign, I've added an attribute for this link.
