Adds the doc changes from #45892 to the breaking changes section for 7.6. Must be backported through the 7.x branches all the way to the 7.6 branch.

I spoke with @tvernum, who indicated that this change is not breaking in 7.x. There are no functional changes that require administrators to modify any of these settings as part of an upgrade from 7.6-7.16. The breaking changes were already documented in #45892 for 8.0, so I'm closing this PR without merging.

From Tim:

at some point we started documenting deprecations in the migration guide for minors (to assist people who wanted to know what the new deprecations mean) but this change was definitely not breaking in 7.x
