Collapsed room list is full of ellipses

Steps to reproduce

1. Collapse the left panel

Outcome

• The Favorites, People, and Room section titles are ellipses so it is hard to tell what they are. The design in Misaligned profile photo when list of rooms is minimized #14613 (comment) suggests they should display the first few letters and then show ellipses. There seems to be enough of room for that.
• There are random extra eclipses (I assume the List Options button) that appear when you hover over the controls. These should probably be hidden since they can't be clicked on anyway.

See also #13339 for widening the left panel being confusing since there is no visual feedback anything is happening

Edit: these were fixed on develop or are filed as separate issues

• The Add Room button is on top of the button for expanding or collapsing the list of Rooms (fixed by Allow the header container to collapse on itself when room list not minimised matrix-org/matrix-react-sdk#6915)
• The Add Room button now has an outline that isn't there at any other time but the + is offset from the outline. (fixed by Allow the header container to collapse on itself when room list not minimised matrix-org/matrix-react-sdk#6915)
• When viewing a space with no rooms, the skeleton UI is weirdly cut off (this is Sidebar preview looks a little broken when minimized #16581)
