The clickable area of image events is weirdly sized

Steps to reproduce

1. Send an image
2. Hover it

Outcome

What did you expect?

Only the image itself be clickable though some people have suggested that they would prefer the whole event to be clickable. Either way, it shouldn't be something in the middle

What happened instead?

Most but not all of the event was clickable

@vector-im/design, what do you think about this - which was should we go? This has unfortunate side-effects such as #22278

I can see this both ways. The image itself makes logical sense, yet the larger area is a more generous UX. I would say, given the context, its better to let the entire area be clickable.

• Currently, that's what its most like and if we remove that, there's a chance people used to it will find it broken and not performing as expected. Of course, we don't know how many people might be using this feature but I can imagine it would be a negative experience for it to change suddenly.
