Live location sharing cannot handle small deviations in clock time

Steps to reproduce

1. As Alice share a live location from a machine with system clock one minute slow
2. On a second machine as Bob, observe the live location tile is 'ended', even though beacon locations are being sent from Alice

The live location tile should handle some small deviation in system clocks and still display live location shares as active
