Refreshing Riot on an encrypted room shows blank timeline and no indication of progress for minutes

The timeline is left empty and there's no spinner to show that it's loading your messages.

I tried (but failed) to reproduce this:

• opened riot /develop in chrome (on windows)
• navigated to an encrypted room
• refreshed the browser

What I got was:

• full app spinner (as riot reloaded)
• then, timeline visible and a bottom-of-page spinner as any new messages are loaded

^ What I see for a solid 1-2 minutes after reloading. The spinner at the bottom of the timeline disappears almost instantly, leaving me in this state.
