Experiments with a simplified getting started flow based around installing Flutter with VS Code and relying on hot reload support for web.

The location/filename isn't the final location, just there for staging purposes.

The full version of this depends on flutter/flutter#167510.

I know this is very much a proof of concept, but I am a grammar hound. So humor me. :)

Closing as this experiment/proposal has proved its usefulness and a bunch of related work has landed separately. Thanks everyone for your feedback!

Related work can be tracked in #11911. A similar, simplified flow of setting up also has been added at https://docs.flutter.dev/install#get-started.
