This is a re-write of the Modern Fortran logger

  • Adds user option to set the extensio's log level
  • Adss basic syntax highlighting on of the logger output using 'log' (not ideal)
  • Adds on onDidChangeConfiguration watcher to update log level on change
  • Simplifies all the function and variable names for the logger
