Description

Creates a new GHA workflow to update the backend-plugin image's latest tag.

Fixes #

We will manually test by dispatching the workflow once merged, nobody is using this tag at the moment

If enabled this will build install/preview
/werft with-preview
/werft with-large-vm
/werft with-integration-tests=all
Valid options are all, workspace, webapp, ide
