refactor ide integration startup script

refactor ide integration startup script, this PR change

1. remove parallel run for jetbrains ide
2. increase timeout to 60m
3. move the startup script to special .sh file
4. merge some change from workspace integration test startup script

1. open this branch in gitpod.io
2. run werft run github -j .werft/ide-integration-tests-startup.yaml
3. integration test job should success

for save time, you can see example job
