Can not delete org if it had docker images in the past

tested at v1.17.1; main is fixed

reproduce bug:

1. create org
2. create an docker image and push it to the org
3. delete the package
4. try to delete org

expect: org is deleted
get: This organization still owns one or more packages; delete them first.
