Hwloc package is not avalable on certain distros (e.g. RHEL). To avoid forcing users to install hwloc from sources, disable hwloc in UMF.

Hwloc package is not avalable on certain distros (e.g. RHEL). To avoid forcing users to install hwloc from sources, disable hwloc in UMF.
