Resolves #28
This adds a base tsconfig and env tsconfigs for all ts modules in the project.
The project root contains a tsconfig which extends the dev tsconfig, for ide's
paths are added in the base tsconfig for non relative importing throughout the project (i.e.
@engine,@cli)
