Once eslint/eslint#9788 is released the contributing document should be modified to direct people to encourage rule authors to supply their own URL in the rule's metadata so that eventually this package can be put to rest 😛.

Apparently since I was working on support for that this morning in linter-eslint, they have since released ESLint v4.15.0 with that included. I'll get a PR up for review of the wording here.

Update the documentation for ESLint v4.15.0 URL property

ESLint v4.15.0 officially added `rule.meta.docs.url` as a location for
rules to specify the location of their documentation. Update the
`contributing.md` to suggest this as the first option.

Also cleans up the steps a bit and add examples.

Fixes #28.

Put up PRs on all the plugins listed here that were on the ESLint v3+ format for their rules.
