✨ [WIP][EXPERIMENTAL][DONT_REVIEW]Runtime sdk lifecycle hooks

What this PR does / why we need it:

This PR adds the lifecycle hook definitions for 6 hooks:

• BeforeClusterCreate
• AfterControlPlaneInitialized
• BeforeClusterUpgrade
• AfterControlPlaneUpgrade
• AfterClusterUpgrade
• BeforeClusterDelete

This PR also adds result aggregation for each of the hook responses.
