Document a repeatable process for cutting a release.

Consider following the Gateway API https://github.com/kubernetes-sigs/gateway-api/blob/main/CHANGELOG/0.x-CHANGELOG.md#v010
https://github.com/kubernetes-sigs/gateway-api/blob/main/RELEASE.md (not much automation).
Consider creating a GH template to guide the release process.
