I dug into this, the issue seemed to be some race condition between separate test runs. I couldnt find what the issue was, so I reverted some of our recent refactors and that is stable. Also removed a spot in our tests where we slept for 5 seconds, so that improved test run time. And finally, removed many compound commands from the test-integration make command. That command isnt used in CI and is just for local testing, so many of those commands are unneeded.
