Bulk copy images from Google Container Registry to Artifact Registry

@jeremyrickard @puerco Thanks for the call earlier.

We'll need to write a periodic prow job that bulk copies images from *.gcr.io/k8s-artifacts-prod to *-docker.pkg.dev/k8s-artifacts-prod/images repositories.

This job can be removed once all the images have been synced and changes in #3956 for manifests has been applied to all projects.

We could do something like #3956 but it is not ideal as image-promoter will create a new signature for it.
