block-streamhas been causing a couple of issues where tests are hanging. and streams aren't properly destroyed.libp2p/js-libp2p#198 (comment)

destroyfunction was added. it didn't fix the main issue of webRTC being throttled. I'm still working on a proper fix..Sorry about the inconvenience caused by this.
