This is a follow-up to #4103, testing https://devblogs.microsoft.com/typescript/announcing-typescript-5-0/#supporting-multiple-configuration-files-in-extends.
This feature is currently broken, and need to be fixed in Heft or
heft-config-file. It's probably acceptable to wait to fix this after we ship Heft vNext.
