'Suggest edit' BUTTON LINK ERROR

In webpage https://numpy.org/numpy-tutorials/content/tutorial-svd.html#prerequisites , When I hover over the github Icon a dropdown menu comes which contain -->

  1. Repository
  2. Suggest edit
  3. Open issue

What happens when I click on "Suggest edit" button is, it takes me here-->

Can anyone explain how can I contribute to this website? I'm new to Open source

I would love to do the changes myself...
I don't know how to use HUGO...
