Java, adds prefixItems

• array output types created when prefixItems exists whether or not items exists
• python array input + output types updated to handle those use cases

  You may regenerate an individual generator by passing the relevant config(s) as an argument to the script, for example ./bin/generate-samples.sh bin/configs/python*.
