From review on #883

Navigability recommendation (can be a separate commit or issue to be handled later) is to remove the release notes from the top level nav page for site Operators and reduce the number of levels that the user sees. I think a lowest level of "enable course pre-requisites", "Add the course talk widget", etc would be as deep as we'd go for the sake of readability/navigability

This is going to be more complicated than it appears on first glance. Need to figure out how pydata-sphinx-theme configures what's in the left sidebar. Currently everything in the toctree is in the sidebar, even stuff that's in the hidden toctrees, so more investigation is needed.
