OCPEDGE-1673: [TNF] Render secret manifests from fencing credentials block.

In Two Node OpenShift with Fencing (TNF), we need to render secrets to the openshift-etcd namespace to later be consumed by the openshift-etcd-operator to initialize pacemaker.
