This repo is required for OCP 3.5 and later.

I didn't bump the 3.4 and 3.5 in the repos but we should do that for 3.5 release.

Would this work for orign 1.4 or 1.5 if we used openvswitch 2.6 with dpdk custom compiled rpm (default flags )

Only Origin 1.5 and OCP 3.5 have been tested with OVS 2.6 but OVS has a solid track record of backwards compatibility so one would hope it works in previous releases. There is an SELinux bug running OVS 2.6.1 on RHEL 7 that should be fixed soon, if you run into trouble please see if you're experiencing this bug https://bugzilla.redhat.com/show_bug.cgi?id=1405479
