Web console unusable with Cluster Reader on large clusters

When accessing the web console for clusters containing 10k+ namespaces with Cluster Reader access, the entire console is unusable. I'm assuming this is due to eager loading of all the namespaces on the cluster.

Is there anyway to lazy load these, especially in the Project drop-down when viewing individual projects because the same issue occurs there.

Hey @wgordon17 yeah, see #1923

This should be much better after #1956. The project list might still be slow. I tested with around 1K projects.

Closing as a dup of #1923. We'll reopen and improve the project list if it's still unusable after the cluster is updated.
