SOSQE-2418: Adds boskos config, secrets and quota slice for openstack-rhos-ci cluster profile

This PR adds boskos config, secrets and quota slice for the new openstack-rhos-ci cluster profile.

The openstack-rhos-ci cluster profile will be added by the PR: openshift/ci-tools#4542
