This isn't causing any problems but i see two work requests for CreateBackendSet when I create a LB

Error creating load balancer (will retry): Failed to ensure load balancer for service ingress-test/ingress-controller-public: update backendsets: WorkRequest "ocid1.loadbalancerworkrequest.oc1.phx.aaaaaaaasvldyoyrtqhdhuhbtf666ghimyrhw7clcuttak46ubryqbij6lxa" failed: Load balancer ocid1.loadbalancer.oc1.phx.aaaaaaaaxxiczdpo4wmhj4ls5tiekcvujk6cjkvhsdjn2x5qmlswqr2suova already has backend set 'TCP-80'

This should have been resolved by #148
