add_compiler plan not configuring puppedb allow list on secondary

Describe the Bug

When the add_compiler plan is ran in a deployment with a replica configured, the compiler's puppetserver is configured to do command broadcast to its colocated puppetdb and the instance which resided on the primary or replica housed in the alternate availability group. The rule which allows that compiler's puppetserver to connect to the additional puppetdb instance is configured through a puppet run but right now that puppet run it not occuring.

Expected Behavior

That a new compiler is authorized to command broadcast to all configured puppetdb instances.
