Tested using peadm and Bolt 3.0.1 to deploy a new 2021 stack, as well as upgrade a 2019.8.5 stack to 2021.0. This PR modifies the version validation functions to indicate support for PE 2021.0, Bolt 3.x, and updates the PDK template to 2.0.0.
