This PR allows readthedocs to use the conda package manager to build the docs. I confirmed that I could use the sphinx IPython directive to create plots in the documentation, though this PR does not add any. So, in the future people can make better docs on RTD instead of forcing people to the IPython notebooks.

Here's a link to the compiled docs.

I'm currently using Python 2.7 for this so as to avoid the issues described in #72.

It also removes the numpydoc code from docs/sphinx/source and the IPython directives from sphinxext.

Closes #104.

I'll merge in a few days unless there are objections.
