Our upstream-dev is failing again. See numpy/numpy#17885 and pypa/pip#9186 for the probable cause. So this will need to be fixed upstream first.

When #4604 merges, I think we can turn this off...

Generally yes, but this problem stops the upstream-dev from running. So I think this is necessary to keep even after #4604 until it is fixed upstream.
