Implementation of EIP-2935.

blocked on:
#2747

Changes:

  • Added new EVM command #executeBlockHashHistory for EIP-2935 support.
  • Modified #startBlock rule to execute #executeBlockHashHistory after #executeBeaconRoots.
  • Introduced schedule flag Ghashistory to control EIP-2935 activation.
  • Updated schedule definitions and constants to include Ghashistory under Prague fork.
  • Implemented storage update logic for HISTORY_STORAGE_ADDRESS when Ghashistory flag is active.
