Take a look. It seems to produce a much better behaved installer. Also one we can do more batch-testing of and whatnot.

I gave it a test and it worked as expected, plus had a nicer interface than NSIS.

Thumbs up. We should also remove the old nsis files.

I did notice that we can't run rustc by just typing rustc, possibly because we also have a folder with the same name. That's unrelated though.
