Release process could use a bit of clarification and error checking.

  • Update fabfile to check for required modules
  • Update release.md to clarify all the steps needed to make a release
  • Automate releases with github actions

Need to get account ownership of https://test.pypi.org/project/SoftLayer/, opened pypi/support#1025 to do so.

Since pypi doesn't let you re-use package names, and I don't want to fill up the test repo with junk releases, I think I'll just use this to test the release automation for now, and once I feel confident it will make releases properly, will change the job to push the release to normal pypi repo.
