Description

The spec selector's fn isMediaTypeSchemaPropertiesEqual should handle case where current and target media-types are equal.

Motivation and Context

Fixes #6817

How Has This Been Tested?

Added unit tests to ensure the functionality. Did not found any so I created a bunch of them to handle all cases.
