feat(numpy): add term entry for .repeat() function

Description

Created a new term entry for the NumPy .repeat() built-in function.
The file was added under:
docs/content/numpy/concepts/built-in-functions/terms/repeat/repeat.md
The purpose of this addition is to expand the NumPy built-in function documentation and support learners in understanding how element-wise repetition works in arrays.
