[Feature] Support simple power domain API

A simple power domain framework:

1. Support device power on/off.
2. Support attach/detach device.
3. Support power domain driver api.

To find a power domain object in OFW, we make a new ofw object parser API

Apply power domain for platform bus:

1. Add power domain for device probe.
2. Support remove and shutdown bus interface with power domain API.
