DDP-4382: Migrate ESC(GEC) project to pepper

What was done:

• Migrated all the static pages form ddp-gec-angular project
• Some styles for activities under the comments, I will fix it when we define study and activities
• ActivityGuids will be added later when we define study and activities

To run the project just copy/paste config\pepperConfig.js from another project.

App builds and starts and static pages look good. Could not kick tires of activity instances etc as having problems connecting to back-end configuration. Approving so we can merge and get on with it.
