Default options for CI and user build environments have different
requirements. New option will be used by CI to get strict set of options,
like enabling -Werror. Running script without arguments will set sensible
defaults for those, who are building compiler toolchain for use, rather
than contributing to this project.

At the moment this option is nop.

We will need to document how this option changes the behavior of configure.py script. For instance, if I use some other options with --ci-defaults, will they override --ci-defaults settings or ignored?
We can leave this for follow-up patches adding "meat" to this feature implementation.
