Removes the
useTabsoverrides from client-debugger packages' prettier configs, and does the spaces -> tabs formatting update to bring this code in line with the rest of the repo formatting-wise.Also required updating deps on
build-commonfrom1.0.0to1.1.0, which is where theuseTabsrule base transitioned fromfalsetotrue.
