Spike for #10441

We believe some of the commands should be shown, not matter the file type. This spike is to figure out which ones.

These are the commands I believe should be shown regardless of whether a Python file is opened:

python.createNewFile
python.clearCacheAndReload
python.configureTests
python.createEnvironment
python.createTerminal
python.enableSourceMapSupport
python.launchTensorBoard
python.refreshTensorBoard
python.setInterpreter
testing.reRunFailTests
python.startREPL
python.viewLanguageServerOutput
python.viewOutput

Rest are to be hidden when a Python file isn't opened.
